Is the charter like, a history recap of the founder of the order and how it came about tying into the founders history? Or is it something else?

A charter may include the history of the order. It describes what the order does, and includes the bylaws on the order. For example, Order X is devoted to search and rescue of young adventurers who get lost in high-level hunting grounds. A member of Order X must be loyal and courageous. Members of Order X agree to meet at regular intervals. If a member of Order X is not able to uphold the laws of the order, the member must either explain why not so accommodation may be made. If the member has been deliberately dishonorable, the member may be dismissed.

While the description is rather crude and short, it does give some idea of what you will wish to think about with the charter.
