According to EPedia Intricate requires about 607 with techs to Mastercraft. You probably got lucky with the longbow but didn't with the arrows.

quick update:

when I hit 600.01 I was able to mastercraft the Ice-adder arrows, i haven't botched any since.

I'll do a full update here in a few ranks
