I cannot for the life of me figure out what I am doing wrong here:

You place the excess parts at your feet.
You flip some unfinished cougar-claw arrows over and begin to shape it with your shaper.
The arrows are ready for an application of glue to affix the arrowheads.
Roundtime: 24 sec.
You need another cougar-claw arrowheads to continue crafting some unfinished cougar-claw arrows. You believe you can assemble the two ingredients together once you acquire them.
[Ingredients can be added by using ASSEMBLE Ingredient1 WITH Ingredient2]

You attach a wood shaper to your carpenter's belt.

You get some cougar-claw arrowheads from inside your duffel bag.

You cannot find a way to assemble some unfinished cougar-claw arrows with some cougar-claw arrowheads.

The same thing happens with sabretoothed arrows/arrowheads. Am I doing something wrong?

Purely guessing on my part, but I think you need to apply glue then assemble the arrows with the arrowheads.

Ok I did not see enough of how you started but you first have to study the right page in the book for shaping couger-claw arrows. If you do not study that page first you will get exactly what you got after the first shape of the shaft, nothing will work.
So should look as follows:
1 - study the book on the shaping cougar-claw arrows.
2 - shape shaft with shaper
3 - assemble my arrows with my arrowheads
4 - apply my glue to my arrows
at this point you will get a carve or a shape message.
5 - shape my arrows with my shaper
or
5 - carve my arrows with my knife
Do step 5 till something else is required which is basically arrow flights
6 - assemble my arrows with my flights
7 - apply my glue to my arrows
8 - carve my arrows with my knife
At this point you can do
9 - mark my arrows with my stamp - Then you are done.
or
9 - you are done.

This is very possible. I can't remember if I read the book first or not.
My assumption would be that arrow shaping would function like most other crafts though in that if you don't STUDY the book before starting the process, step #2 should fail outright. Typically you get some messaging about "You have no idea how to do that." Or something to that effect.
I will attempt to test this later.
