Are we stuck with store-bought on these for the time being? Seems like I should be able to forge them.

Consumables (e.g. brush/oil in forging, pins in outfitting, stain/glue/polish in engineering, etc) have always been limited to being sold in stores.
The Skyward Crafting shop at Hollow Eve has sold options for larger stacking, masterfully-crafted, or faster consumables for the past three years.

Thanks. That unfortunately isn't a viable option for year-round training but it is what it is I guess.

At the same time, you don't need to have 100% masterful tools for training.
