I think it can dye any crafted item, or a crafting material.
I believe in many cases the description it adds when you dye a finished item is kind of awkward, so dying the material before making the item ends up looking better.

In most cases this can be adjusted even after crafting with a cleaning cloth ordered in most crafting societies' tool shops. Syntax: CLEAN MY <item> WITH MY CLOTH
