Oddly, it seems to be rather lonely at all ranks.

I had some new blood last night for the first time 5 weeks. I've had one target available for the last 8 weeks, and while she is the best trooper in the realms, frankly, I can't bring myself to strike her down.

I think the bottom threshold should be expanded. It is, after all, assassins,and if I want to go after someone that's going to be next to impossible to kill, I should be able to.

And rewarded nicely as well.
