1) Establishment of permanent residence of Kaldar/Gnome refugees from Albaria. I know a "Gnome village" has been behind the scenes for some time. I'm not sure where it was intended to be placed, but Forf always made most sense to me. Kaldar historically love the cold, and outside of Qi's various islands, Forf seems the least-centralized of the provinces.

2) Appointment of a new King of Inner Hib by the Council. Raven's Point and Inner Hib (i.e. the dwarves) attempt to centralize authority of Forf more around Inner Hib, and run into conflict with the Togs of Outer Hib and Boar Clan, the Rose Sisters, and possibly the Nomads.

3) Necromancer/Barrier trouble. Maybe this is the catalyst for #2, the eclectic authorites in Forf are slow to mobilize against some manner of threat, and Hib ends up taking the brunt of the damage, which leads the Dwarves to make moves to protect themselves in the future by centralizing power.

4) Coup attempt in neutral Ain Ghazel.
