Is there really only 4 houses on Hara? Two tree houses and 2 apartments? And the apartments are in a building with a swarmy critter hunting area? Would love a home of some sort out of the city limits.

There is 2 tree houses outside the northeast gate and the apartments are in the tavern.

There should be/used to be a path or trail right off from where the altar is at by the enclave that had housing. Not sure if it got cut when they took out unused homes though.
