Here it says the LTB arzumos hide cloaks have unlimited charges; however I've recently heard that they do have a limited amount of charges. Did this change at some point?

I vaguely recall a change at some point which made these cloaks have limited charges; however, I think the ones prior to the change remain unlimited. If so, I have two of them--one from a long time ago(back when I think they were truly unlimited) and one from recently(which is probably limited).

Is there a way I can tell if one is unlimited or has charges, and how many charges are left in the one that isn't unlimited?

No, these always had charges.

Apparently polo cloaks also had charges, but it was getting reset somehow. Since the substantial market value of the polo cloak was based on unlimited charges, they were made this way permanently, but a long cooldown timer was added.
