I'm sure this has been asked before, but is it possible to get a pet shop with a decent selection. One that doesn't rotate, and I can go to at anytime.

So removing rotating and fest since they dont meet my criteria, i can get a dog, a bug, a beetle, or an odd hybrid.

I think removing rotating stock is a bit harsh; rotating stuff is stupid and I hate it, but the contents are still available at any time. You just have to wait.
And wait some more.
And hope the rotation isn't broken. And hope that it uses a sequential rotation so that everything will get rotated in/out rather than several shops which used a 'random' rotation where it would instantly rotate back in the thing it rotated out, which wasn't at all obnoxious.

Seems like it could be both, to me.
To get back on topic, I get the gripe about there not being enough pet shops that are accessible during non-fest times, but the rotating shops aren't really that bad. Could be better executed (what couldn't be?) but as it is, it's mostly okay. Particularly when it comes to buying pets. I mean, how often do you need to go buy a pet that the rotation is really causing you grief? Deal with it once, script some stationary skills while you wait, and then you got a new bird or whatever.
Also, those beetles (bycids) are awesome.

How does this work, mechanically? I could be mistaken, but the last time I had a Premium account I could swear that the only way to remove a pet from your home was to buy a new one, at which time your previous pet disappeared.

Ive never tried to, but probably voucher them like furniture. Then the buyer just has to go to Housing clerk and pay to unvoucher like furniture. Or could be something else completely.

Exact same process as most furniture.
'Home Remove' when in your house and it becomes a voucher (which counts as two items, for Trader table purposes).
Then whoever takes the voucher to the estate holder's office and pays a gold or something to have them 'unpack' it. Sometimes there's a slight wait if you just did Home Save or were just in your home.
