Since CRS and SLS take time to strike, can we cast it on a person looting our rooms then warn them to stop?

No. Casting on them is a hostile action. You must clearly warn them beforehand.

Yes. Looting your room gave you consent against them. Just don't be surprised if they attack you before the sphere or spike hits them, since casting would give them consent against you.

Sorry. I misunderstood. I thought you were just telling a person to leave. If they're looting your room, that's fine.
