The spell is giving double-messaging for the pulsing effect. It shows the first person and then the third person messaging for each pulse.

Second, the pulsing mechanism doesn't seem to work or do anything. It doesn't pull people out of hiding. I'm assuming that effect is what is intended, from the spell description:
