I like to request that there is a way to change the cyclic power of a spell we steal with it. THanks.

Idon's Theft says that it only provides you with a min prep version of the spell. Seems that applies to Cyclics too, and with good reason.

It's a very powerful spell as-is, I think allowing clerics to set the mana would be...bad. For clerics. Because other things would be done to compensate.
