It seems to be modeled on the chonmage, which probably speaks pretty strongly to certain peoples' inner weeaboo.

No, it's just that most Humans, Elves, Dwarves, Halflings, Gnomes, Rakash out of Moonskin, and Kaldar have an encroaching hairline.
