What's the lowest stealth hindrance you can find on light plate and heavy plate helms?

All light plate helms should have the same stealth hindrance. Same with all heavy plate helms. Heavy plate helm should have more stealth hindrance than light plate helms.

The order from lowest to highest is:
Cloth
Leather
Bone
Light Chain
Heavy Chain
Light Plate
Heavy Plate

In the old days it was:

Leather
Light Chain
Light Plate
Heavy Chain
Heavy Plate

I wonder when it changed?

Eh, in the old days, stealth hinderance was based off of how much the armor hindered your evasion. So it would depend on your guild/armor/ranks/etc.

Oh, so a forged armet helm and a Theren barrel helm will have the same stealth hindrance regardless of protection?

As long as both helms cover the same area and are both the same type of plate, then yes.
