This varies based on the the skill of the forger, the mix they use, and the weight of the final product. You will need to contact an individual forger to see what they are capable of making. I'm sure they have the appraisals for their armor as well as the weights. I have a list of armors, appraisals, and weights that mirrored Relayer's armor from back in the day, but I forged in TF. I don't know of any site that lists all of the different varieties of armor with their apps

The war plate (started as half plate) is heavy plate.
The plate looks like it offers protection for the following areas:

left arm
chest
abdomen
back

Since I'm a barb hindrance was a big concern for me, if you're a paladin you might be able to find armor that's more protective since you could work off the extra hindrance.
