Alright so within a few hours of my posting the above the leathers went back to apping normal. I had appraised 4 different azure-scale leathers in 4 different shops, went back and checked them all and they were back to expected values.

The fun part is that my post hadn't even showed up here until after I had already seen it be fixed. Now I get to wait who knows how long before this reply goes up. /sigh

Just to confirm, all the leathers that I've come across are appraising with expected values now.
