Through any open premie portal. Look for a tent right inside.

That is correct.

I try to keep up on armor and weapon shops for the CEC, and I've yet to see bone available in any other shops.

Two things:

1) On the island of Merelew 1 or 2 people dug up chunks of 50 bone pieces; supposedly preparation for bone armor crafting of some sort...

2) On the scope of cloth to leather to chain to plate, where does bone sit?

Someone will correct me, but I believe it is in between HC and LP.
