So when I appraise it it shows me it is practically destroyed, but when I look at it is it somewhat damaged?

Yes.

The messaging you get when looking at gear has never been the most accurate. It could use some improvement. Gear that apps as "good condition" gear looks "slightly damaged" when you look at it, for example.



Uzmam! The Chairman will NOT be pleased to know you're trying to build outside of approved zones. I'd hate for you to be charged the taxes needed to have this place re-zoned. Head for the manor if you're feeling creative.

So I would say it isn't right, it is just how it is. I assume the appraisal is the accurate one and I need to appraise my shield more often.

My suggestion is to get your gear repaired once you see it as "slightly damaged" in the look. That's when it's in the "good condition" range which is when penalties start to show up.
