If you snap-cast a standard TM spell, it will be less accurate because you haven't fully targeted it. Do cyclic TM spells remember how long you prepped them for and modify their accuracy in the same way?

I doubt it - it wouldn't really make sense.

I thought cyclics suffered an accuracy penalty in general.

If you can't TARGET a spell, snapcasting won't affect its accuracy. Non-targetable spells get neither the bonus from full targeting nor the penalty from snapcasting.
