After the change, who can use what scrolls?

All magic users will be able to temp memorize any scroll if they have the proper techniques. Armifer's post explains it more.

Any MU can use scrolls from their own guild. With the Magic Theorist tech, any MU can use any scroll from any guild with the exception of signature spells. Moon Mages, and possibly others if its not signature, can Unleash scrolls as usual.

To summarize, in Magic 3.0 you can temporarily memorize any spell on a scroll that isn't a guild-restricted spell if you learn the Magic Theorist technique. You will forget temporarily memorized spells when you die regardless of if you depart, get raised or whatever else. If you learn the Improved Memory technique then you can temporarily memorize two spells instead of just one.

I want to highlight one of the biggest scroll spell moments of greatness in 3.0. NO MORE HARNESS REQUIREMENT.

Inner Magic for Commoners. 09/26/2011 10:32 AM CDT
Its been along time since I started a new character and I've noticed that my commoner.. haven't chosen a guild yet learns Inner Magic instead of Primary (Holy, Arcane, Life etc Magic) once a guild is chosen do those Inner Magic ranks move to whichever is needed?

yes. if you change guilds during 1st circle, your type of PM changes also.
