When did that start happening, and how do I get it to work for all my spells, not just random warmie ones?

I assume you saw this in a perceive? I think all spells have a difficulty to sense their remaining duration, and it varies from spell to spell. So, more PP will let you see it on more spells.

But sometimes it is displayed as IG time and other times it isn't.

As far as I'm aware, seconds are a unit of in game time that are the same as seconds in real life. Roisaen are equivalent to minutes. It's past that the gets weird. Anlaen are 30 roisaen, and each IG day has twelve anlaen. Each IG month has 40 days. Each IG year has 10 months. The makes each IG day 6 hours. Each IG month is 10 RL days. And each IG year is just over three months. I'm unsure if the seasons chance when the sun rises and sets, however.

Correct, this was from a perceive. I think I've pretty much capped the current system (~700) so I was suggesting that in Magic3.0 we have access to more precise units of remaining time for every spell, not just warmage ones that have been specifically coded to show seconds.
