I know that circle is capped at 200 (really 150) and skills cap at 1750. The old cap was 99 in stats. Is there a new cap?

The stat cap is 200, though it would be prohibitively expensive to reach.
"Additionally, we're opening up the stat range above 99. Stat points of 100-200 will be available to train, and they'll cost 5x as many TDPS as the 1-99 points. Additionally, they'll cost at least 15x per TDP in coppers (ish). These stat points will obviously be much weightier of a decision to make, due to their increased cost." --GM Socharis (10/02/2012)

Doing some quick math... 50 skills at 1500 each gives ~280,000 TDPs so it's technically possible, although you'd probably have to neglect a lot of other stats to do so. The total number of TDPs available by training all ~60 skills to 2000 is ~600,000 so there's some wiggle room there for other stats... eventually. Big stress on the eventually. Clearly that isn't really an attainable goal, so 200 in a single stat isn't very realistic either. Even 200 Strength as a Gor'Tog with their significant training discount would be a mostly unrealistic investment.

It wasn't clear in the GM post the Isharon posted, but it's regular cost up to 100. The extreme TDP cost does not start for stats until you go to 101.

1750 is the rank cap. You can't achieve 2,000 ranks in any skill.

Asuming 460,000 is correct, as a Human you should be able to hit almost 2 stats to 200 and the rest on 100, but good luck.
