Is it intended that battle spells seem to suffer a learning penalty? Doing testing with MAF (Intro) vs LW (Basic).

Using Symbiosis, and ~ 825 warding:

64 total mana in MAF and I net just under +3 mindstates in warding per cast.
72 total mana in LW and I net just over +1 mindstate in warding per cast.

LW is a more difficult spell, and I'm adding more mana into it and I'm getting pretty much less than half the exp when compared to MAF.
